PA DEP Act 167 Stormwater Management Planning Grants (Phase 1 and Phase 2)

Two-phase state grants covering the scoping study and then the preparation of a county or watershed Act 167 stormwater management plan.

Phase 1 funds the preliminary scoping study that defines watershed boundaries, data needs, and the work program for a full Act 167 plan. Phase 2 pays for writing or updating the plan itself plus the model municipal ordinance that follows from it, which is what turns county stormwater planning into enforceable local rules. Both phases are administered through the Growing Greener Plus application portal but are a distinct funding line from the Growing Greener watershed restoration category.
