EPA Water Infrastructure and Capacity Assessment Tool (Water ICAT)
Program Summary
Interactive EPA map for spotting drinking water and wastewater utilities that may need technical assistance or capacity building.
Full Description
Water ICAT combines utility details, compliance and enforcement history, Census demographic and income data, and ten years of State Revolving Fund award history for community water systems and permitted municipal wastewater plants. An August 2026 update added 2020 to 2024 American Community Survey fields and quarterly compliance refreshes. It works at state and county level, so it is a strong tool for finding underserved systems in PA, OH and WV and building the case in grant narratives.
