Area Development is ARC's largest and most flexible funding stream, explicitly covering water and wastewater system construction, extension, and planning alongside workforce and business development. Applications are administered state by state, so PA, OH, and WV each have an ARC program manager who screens projects and forwards them to ARC. Match requirements scale with county economic distress, and projects in distressed counties can receive up to an 80 percent federal share.
