EPA Small, Rural, and Tribal (SmaRT) Drinking Water Assistance Program – FY26 Allocations

Noncompetitive WIIN Act drinking water grant allocating FY26 funds to states (PA $732,000, WV $290,000) to help small, rural, and disadvantaged community water systems meet Safe Drinking Water Act requirements, address PFAS, and remove lead.

The Small, Rural, and Tribal (SmaRT) Drinking Water Assistance Program, formerly the Small, Underserved, and Disadvantaged Communities (SUDC) grant, was established under the Water Infrastructure Improvements for the Nation (WIIN) Act. On June 26, 2026, EPA announced more than $2.1 million in FY26 funding for Mid-Atlantic states, part of roughly $25 million available nationwide. Funds are awarded noncompetitively to states, territories, and tribes, who administer the money to communities. Eligible work includes treatment, transmission, distribution, storage, source upgrades, new system creation, consolidation, household water-quality testing, PFAS and lead reduction, and technical, managerial, and financial capacity building. FY26 Mid-Atlantic allocations: Pennsylvania $732,000, West Virginia $290,000, Virginia $451,000, Maryland $348,000, Delaware $171,000, and DC $151,000. Communities apply to their state drinking water program for assistance. Project periods run up to three years.
