PA DEP Chesapeake Bay CAP Implementation Block Grant

Annual county block grant funding implementation of Countywide Action Plans toward Pennsylvania's Phase 3 Chesapeake Bay Watershed Implementation Plan goals.

DEP created this block grant after county partners flagged multiple separate application processes as a barrier to accessing state and federal funds. It consolidates implementation dollars into a single annual block grant awarded on defined criteria and prior-year progress. County planning teams use their Countywide Action Plans to list, in priority order, the projects they intend to fund the following year. Allocation criteria include county Tier under the Phase 3 WIP, relative nutrient reduction impact, impaired stream miles, share of the local planning goal addressed, and prior-year spend-down.
