PA Department of Agriculture / State Conservation Commission

Tax Credit Program

Program Summary

State tax credit covering up to 90% of the cost of agricultural BMPs that reduce nutrient and sediment runoff.

Full Description

The REAP program awards Pennsylvania state tax credits to farmers and landowners who implement best management practices that reduce nonpoint source pollution. Credits cover 50–90% of project costs depending on the practice, with stream buffers and no-till equipment receiving the highest cost-share rates.Credits are tradeable, meaning farmers without sufficient state tax liability can sell them. This makes REAP one of the most flexible PA water-quality funding tools available.Watershed groups should help member farmers stack REAP with EQIP, CEG, and CREP for maximum BMP coverage.
