PENNVEST is Pennsylvania's state revolving fund, providing low-interest loans and grants for drinking water, wastewater, and stormwater infrastructure projects. Funding comes from the federal Clean Water and Drinking Water State Revolving Funds, state bond proceeds, and other sources. Eligible projects include treatment plant upgrades, line replacement, stormwater BMPs, and nonpoint source pollution control. Applications are accepted quarterly with decisions made by the PENNVEST board. Projects are scored on public health impact, water quality benefits, project readiness, and affordability metrics. Grant-loan combinations are common for projects in disadvantaged communities. PENNVEST offers technical assistance throughout the application process.
