PENNVEST Homeowner Sewage Program

Low-cost financing for individual homeowners to repair, replace, or improve on-lot sewage systems or connect to public sewer for the first time.

PENNVEST partners with the Pennsylvania Housing Finance Agency to lend directly to individual homeowners rather than to municipalities. Eligible uses include improving, replacing, or repairing an individual on-lot sewage disposal system, or making a first-time connection to public sewer, in order to meet public health and environmental safety standards. This is the one PENNVEST category explicitly carved out of the Traditional Funding Program and handled through its own application path. It is a useful referral for watershed groups fielding calls from residents with failing septic systems.
