This program guarantees loans made by private lenders to state and local governments, nonprofits, and federally recognized tribes for water and waste infrastructure. Eligible areas are cities, villages, towns, townships, and tribal lands with fewer than 50,000 residents, a much broader threshold than the 10,000 cap on most USDA water programs. Funds can cover construction, engineering fees, land, legal and environmental analysis, equipment, professional services, and debt refinancing. Borrowers start by asking their lender about the program; lenders contact the USDA Rural Development Community Programs director in the project state. The application window is currently open.
