Full Description
WVDEP's Nonpoint Source Program awards Section 319(h) sub-grants for watershed restoration, including mining remediation, agricultural and urban nonpoint controls, and stream restoration, all guided by an approved Watershed Based Plan. Applicants first submit a Letter of Inquiry through the online portal and discuss the proposal with their regional Basin Coordinator before submitting a full workplan. Maximum Section 319 reimbursement is 60 percent of total project cost, with a required 40 percent non-federal match that may include in-kind support but cannot come from other federally funded programs. Administrative costs are capped at 15 percent and grantees file semi-annual reports on the federal fiscal year. All mining remediation construction projects require a contingency plan.
