Citizens for Pennsylvania's Future (PennFuture)

Legal & Advocacy

Program Summary

Statewide environmental advocacy nonprofit providing pro bono legal representation, regulatory enforcement support, and policy advocacy for water protection across Pennsylvania.

Full Description

PennFuture, founded in 1998, is Pennsylvania's primary statewide environmental advocacy nonprofit, combining policy work, public education, civic engagement, and legal enforcement. For watershed groups, the most valuable service is the legal team — PennFuture attorneys have a long track record of representing community organizations in citizen suits under the Clean Water Act, challenging permits that don't adequately protect aquatic resources, and intervening in DEP and EPA proceedings on behalf of impacted communities.Services are typically pro bono or low-cost for partner organizations and grassroots groups. PennFuture maintains offices in Harrisburg, Pittsburgh, Philadelphia, Erie, and Mt. Pocono — the Pittsburgh office is the natural point of contact for SW PA water issues. Beyond litigation, the organization also produces water-focused policy analysis, comments on rulemakings, and partners with member groups on legislative advocacy at the state level. For an H2O member that is hitting a regulatory or legal wall — a polluter that won't comply, a permit that ignores cumulative impacts, an agency that won't enforce — PennFuture is the right first call.
