Watershed Management Planning Resources (DEP 9-Element Guidance)
Program Summary
Guidance documents, templates, and reference materials supporting development of EPA 9-element watershed implementation plans in Pennsylvania.
Full Description
EPA's 9-element watershed plans are the standard framework for identifying pollution sources, quantifying pollutant loads, and designing implementation strategies to restore impaired watersheds. A completed 9-element plan is a prerequisite for accessing Section 319 federal grants and strengthens applications for other funding sources. PA DEP provides guidance documents, templates, and technical review for groups developing plans. Developing a 9-element plan typically takes 12-24 months and requires gathering water quality data, modeling pollutant loads, engaging stakeholders, and writing the plan document. DEP staff offer pre-submission consultations and technical review. Watershed groups often partner with conservation districts, universities, or consulting firms to complete the technical analysis required.
