Resolving Wastewater Treatment Challenges in Small Communities
Program Summary
A March 2026 manual on diagnosing and fixing wastewater treatment problems in small communities, including decentralized and cluster options that are often overlooked.
Full Description
Small communities facing failing septic systems, straight pipes, or an aging package plant are routinely told their only option is a conventional centralized sewer system they cannot afford to build or operate. This NOWRA manual, distributed through RCAP's resource library in 2026, works through the alternatives: how to characterize the actual problem, how to evaluate decentralized, cluster, and onsite approaches against centralized collection and treatment, what soil and site conditions each option requires, how management and responsibility for decentralized systems can be structured so they do not fail in year three, and how the financing pieces fit together. For rural PA, OH, and WV communities where lot sizes, terrain, and density make conventional sewer economics brutal, this is the document that opens up a wider set of choices before a borough commits to a project it will spend thirty years paying for. It pairs well with RCAP's Onsite Wastewater Treatment System Assessment tool and with the USDA Rural Decentralized Water Systems grant program already in this library.
