Announced June 29, 2026, EPA is waiving the $25,000 WIFIA application fee for all small communities and the credit processing fee, which averages about $156,000 per loan, for small communities in FY2026 and FY2027. That removes the main cost barrier that has kept small PA, OH, and WV systems out of WIFIA's low-interest, long-term loan program. WIFIA can finance up to 49 percent of eligible project costs and runs on a letter-of-interest basis rather than a fixed grant deadline.
