Legal & Advocacy

Program Summary

SW PA-based watershed group with deep legal advocacy capacity for fossil fuel impacts, AMD, and Clean Streams Law enforcement throughout the Youghiogheny River watershed. Peer support and mentorship for other watershed groups.

Full Description

The Mountain Watershed Association (MWA), based in Melcroft, Pennsylvania, has been protecting and restoring the Youghiogheny River watershed for decades and is one of the most legally sophisticated grassroots watershed organizations in the Commonwealth. MWA's campaigns combine direct restoration work, water quality monitoring, citizen enforcement, and aggressive legal advocacy against fossil fuel extraction impacts — longwall mining subsidence, fracking wastewater discharge, abandoned mine drainage, and pipeline construction across stream crossings. For neighboring watershed groups in the Mon, Cheat, and Casselman basins, MWA functions as both a peer mentor and an active partner. Their staff regularly advise other organizations on Clean Streams Law citizen suit procedures, DEP comment strategy, and how to build a defensible water quality dataset that can survive an industry challenge. They are also a frequent co-plaintiff with PennFuture and Earthjustice on regional cases. For Pope's network specifically, MWA is geographically and substantively the closest thing to an in-house legal department for SW PA watershed work. Their accumulated playbook for fighting extractive industry impacts is genuinely worth knowing.
