Program Summary

Pennsylvania's flagship volunteer watershed training, giving residents 40 hours of instruction in exchange for 20 hours of local volunteer service, offered county by county.

Full Description

The Master Watershed Steward Program educates and empowers volunteers to protect Pennsylvania's water resources through structured training and organized volunteer service. Certification requires completing roughly 40 hours of Penn State Extension training and then fulfilling 20 hours of volunteer service, with continuing education and service hours to stay active afterward. Training covers groundwater, stream ecology, wetlands, soils and geology, native and invasive plants, water recreation, climate science, and stormwater management, taught by Extension educators and partner agency staff. Cohorts are generally limited to 15 to 20 people and are organized by county or multi-county cluster, with application windows opening on a county-specific schedule rather than a single statewide date. Active programs span most of the commonwealth, including Allegheny County and the Westmoreland, Indiana, and Armstrong cluster in the western part of the state. For a small watershed organization, the program is one of the most reliable sources of trained, motivated volunteers in Pennsylvania, and stewards often bring monitoring, planting, and outreach capacity that the organization could not otherwise staff.
