Rural Community Assistance Partnership

technical assistance

Program Summary

Federally funded technical assistance network supporting rural drinking water, wastewater, and stormwater systems in small communities across the U.S.

Full Description

RCAP is a network of six regional partners providing technical assistance to rural communities on drinking water, wastewater, solid waste, and stormwater challenges. RCAP staff conduct rate analyses, system assessments, board training, and operator support. Services are typically free to communities meeting size and income criteria, thanks to USDA and EPA funding. In Pennsylvania, RCAP services are delivered through RCAP Solutions. Small water and sewer systems facing compliance issues or looking to strengthen operations should contact RCAP for free assistance. RCAP can also help communities pursue USDA RD and PENNVEST funding for capital improvements. The network publishes technical guides on operations and management topics.
