USACE WRRDA Section 7001 Annual Report Proposal Process

An annual open call in which any non-federal interest can ask Congress to authorize a new Corps water resources study or modify an existing project or environmental infrastructure authority.

Under Section 7001 of WRRDA, USACE must annually transmit to Congress a list of proposed new water resources studies and projects plus proposed modifications to existing authorities, drawn from proposals submitted by non-federal interests. Proposals may cover new feasibility studies, modifications to authorized water resources projects, or modifications to environmental infrastructure program authorities, where environmental infrastructure covers water supply and storage, water treatment and distribution, and wastewater treatment systems. For the 2027 Report the proposal window opened May 4, 2026 and closed September 1, 2026, so the next cycle is the one to plan for. Proposals must meet five Congressionally established criteria including requiring specific Congressional authorization, and USACE advises contacting the local District office, which for this region means Pittsburgh, Huntington, or Buffalo, before submitting.
