PACD is the statewide association of Pennsylvania's 66 County Conservation Districts. Beyond advocacy and training, PACD provides fiscal management, grant administration, and shared service support that watershed groups can leverage by partnering with their local Conservation District.Many small watershed groups operate as informal entities or under conservation district umbrellas to access grant funds without the overhead of independent 501(c)(3) status. PACD coordinates this support and helps districts manage state and federal grant programs.For new or small watershed groups, partnering with a Conservation District is often the fastest path to grant eligibility.
