FEMA Building Resilient Infrastructure and Communities (BRIC)

Federal pre-disaster hazard mitigation grant program supporting flood resilience projects, nature-based solutions, and community-scale infrastructure upgrades.

BRIC funds pre-disaster mitigation projects that reduce future losses from natural hazards, including flooding. The program strongly favors nature-based solutions such as floodplain restoration, wetland reconnection, and green stormwater infrastructure. For Pennsylvania communities with repeat flood losses, BRIC is a major opportunity to fund large-scale watershed resilience projects. Applications must come through state emergency management agencies (PEMA in Pennsylvania) and align with the state hazard mitigation plan. Projects typically require local match of 25% (or lower for disadvantaged communities). Multi-community partnerships strengthen applications, and watershed groups can play key roles in project development.
