FEMA Flood Mitigation Assistance (FMA) Program

Federal grant program specifically for projects that reduce flood risk to properties insured through the National Flood Insurance Program (NFIP).

FMA provides grants specifically for mitigating flood risk to NFIP-insured properties. Eligible activities include property acquisition and demolition/relocation, elevation of structures, and community-scale flood control infrastructure. FMA is particularly useful for repetitive loss properties — structures that have flooded multiple times and received insurance claims. Grants flow through PEMA in Pennsylvania. A major benefit is that FMA can fund buyouts of flood-prone homes, removing structures from the floodplain and returning land to open space or natural function. Watershed groups can partner with municipalities to develop community-scale floodplain reconnection projects funded by FMA.
