Through Credit Enhancement Assistance, PENNVEST funding recipients can accept bond or loan guarantees for repayment of third-party loans, bond issues, or other financing incurred to fund eligible project costs. CEA is a credit tool rather than a direct loan, which makes it particularly useful for small or lower-rated systems that need to access private capital markets on reasonable terms. It sits alongside PENNVEST's Traditional Funding, Pro-Fi, Advance Funding, and Small Project programs.
