USDA Rural Development Technical Assistance and Training Program – Manufactured Homes
Program Summary
Grant funding for nonprofits to deliver technical assistance and training that improves water and waste service in manufactured home communities in rural areas.
Full Description
This is a narrower cousin of the better-known Water and Waste Disposal Technical Assistance and Training grants, aimed squarely at manufactured home communities. Water and septic service in mobile home parks is a persistent blind spot in rural water work: the systems are often privately owned, undersized, poorly documented, and outside the reach of both municipal authorities and standard utility assistance programs, and residents frequently have no practical recourse when service fails. The program funds qualified private nonprofits to provide technical assistance and training that improves the sustainability of water and waste services tied to manufactured homes, which can include system assessment, operator training, management and rate-setting help, and support in preparing applications for other USDA water and waste funding. It sits alongside the Rural Decentralized Water Systems Grant Program and the Circuit Rider Program as part of the USDA toolkit for households that municipal infrastructure never reached. Applications are made through USDA Rural Development state offices.
