Ohio EPA 2027 Drinking Water Assistance Fund Program Management Plan (Final)

Ohio EPA has finalized the 2027 Drinking Water Assistance Fund Program Management Plan, the document that governs how Ohio's DWSRF dollars, set-asides, and subsidies are allocated for program year 2027.

Ohio EPA's Division of Environmental and Financial Assistance has finalized and published the Program Year 2027 Drinking Water Assistance Fund (DWAF) Program Management Plan. The PMP is the operating document for Ohio's Drinking Water State Revolving Fund: it lays out the sources of funds available for PY2027 (capitalization grants, loan repayments, state match, and leveraged bond funds), how projects are nominated and ranked, what principal forgiveness and subsidy is available, and how set-asides are used. Ohio EPA will use 4 percent of the supplemental capitalization grant for administrative costs. Notably for smaller communities, the plan includes a Small Systems Technical Assistance Set-Aside serving public water systems that serve fewer than 10,000 people. Ohio-based H2O members and any group advising an Ohio system on a drinking water project should read the PMP before nominating a project, since the ranking criteria and the timing of the nomination call determine whether a project gets funded at all. Earlier in the cycle Ohio EPA held PY2027 public hearings in July 2026; this is the final adopted version.
